Release New chinese language file - Kayako

Thanks Leeu provides us such wonderful chinese language file. But after I check it, it still have some miss translate. So I just compelete it and change it into UTF-8. Because I will use UTF-8.

anyway, I compelete the translation to 98%, but there is 2 sentence which could not be translate. So I leave them along.

�ύһ��Ϣ��йز��.

Any way to fix? thanks in advance.
