| Need filter for 'unassigned' tickets -

I was surprised to find that there's no filter for tickets that are 'unassigned'.
I can only filter on the 'owner' field if a ticket is assigned to someone specific.
I'm trying to rig a filter to show the first-tier guys all the tickets that need attention, which includes new ones with no current owner.
A workaround is to create an 'unassigned' staff member who owns everything by default, but that just seems unnecessary.
