I want to add a new feature to the news module

Hello, i want to add a new feature to news module, for having mailing list. To do this, first i have to add new items on the news menu, but there i have some troubles. I've edited the file /locale/en-us/en-us.php, where it was a section with all the menu items. When i make a modification to the first level, i can see the modifications, but on the second level, i cannot... anyone can help me? or should i modify in another file as well?
