Stopping default "billable" minutes

Does anyone know of a way to stop SS from defaulting the billable time to equal the worked time when a ticket is closed? This is such a major pain that billable info gets put on a closed ticket automatically. Just by "releasing" a ticket it auto creates a billable banner on the ticket with billed time.
I would want NO billing info on a ticket unless I used the "Billing" tab to do it.
Any help out in cyberspace?

You will find all you need in modules/tickets/staff_viewticket.php

Find first :
onBlur="if (document.replyform.opt_timebillable.value == \'\'||document.replyform.opt_timebillable.value== \''. $_SWIFT["language"]["inminutes"] .'\') { document.replyform.opt_timebillable.value = this.value; } return true;"

Remove it ;-)
