There are 4 places this needs to be set, the overall language charset and 3 charset phrases in the language to ensure accents, etc are didsplayed correcly. You might want to check this thread -- SupportSuite language packs in one thread. Most of the language packs suggest the Kayako version. Make sure your Kayako version matches to the one suggested in the thread.
