This is a workaround:
To add Users in Staff CP without sending the welcome email message (with the password) to the User:
1) Simply add the e-mail address so that it is invalid. The email message will go nowhere.
2) Then modify the e-mail address to what it should be. Apparently, this does not trigger another e-mail message.
It is not a very efficient way of doing this, but better than nothing.
By the way, you can still send the password to the Users anytime from the User Management screen.
We are using this workaround because we do want to add the Users to our list, but we want to send our own welcome email when we are ready (for example, telling some more infrequent Users to retrieve their password from the Support Center).
Also, if we accidentally remove a User (see my other Thread with the accidentally-remove-Users bug), then we can add them again without disturbing the User with welcome emails. Of course, the password would be different, but they can always retrieve it.
Finally, if a User has multiple email addresses, then we can tie them together this way, without sending an e-mail message for each address (but only for the User's primary address).
