Allowing customers to upload content in the downloads section

What I would like to do is create folders for customers in the Downloads section and allow for them to upload their content into these folders. Only designated customers can upload/view their own designated folders (this can be done with templates).

My question is whether or not this seems possible and if so, how would I go about doing this? I know I could probably make a special "staff" group for my clients and disable certain features from them, but this does not sound reasonable.

At the moment, the only way to do it would be to create staff accounts for these users to allow them to upload.
