Is there an automated way to get the LiveResponse chat to automatically launch for the user when he enters a web page? If so how do I do this?

Not out of the box, no. However, it would be easy enough to use JavaScript to launch on page load a popup window of /helpdesk/visitor/index.php?_m=livesupport&_a=startclientchat
