Bulk Merge possible even without permission? - Kayako

We have limited our staff permissions so that they cannot merge tickets. This change deleted the Merge option under the Edit menu for the tickets. However, our staff members can still merge tickets by using the bulk merge option under the Ticket List. Is this a bug? Anyone else having the same issue?
