Has been added, as of the 24th January 2008 build and will be in the 3.11.02 stable build.

I would have to agree with Craig on this cause we will still get questions as to why the template edits aren't taking and we will have to remind them of this feature. However I am appreciative of the fact that you are making it more accessible to clear the cache so thats a good start.
