| Can not view all tickets - even though "can see all tickets" is enables -

Hi,
We are assigning specific tickets to specific Staff users. This seems to work since when they log in, they can only see their own tickets.
However, we want Admin user, with no tickets assigned to them, to be able to log in and view all the tickets. I have set the setting "Can View All Tickets (Unassigned, Assigned to Self and Assigned to Others)" to yes for Admin users, but when i log in as an admin user in the staff control panel, i can not view any tickets at all.
Any ideas why i can see the tickets?
