Changing Content-Transfer-Encoding - Kayako

I was wondering how to change the content-transfer-encoding for tickets either submitted by email or from our web interface. I tried changing the encoding values in en-us.php but while that changes it for staff submitted tickets, it does nothing for user submitted tickets.

Does anyone know how to do this? I just want to make it so it does not send out in quoted-printable.
