Charset problems in mail parsing (need help)

Can't find workable way to fix my problem.

Mysql charset - cp1251
Language phrases in the database - UTF-8
All settings of SS - UTF-8 for English and Russian.
/locale/en-us/en-us.php - UTF-8, UTF-8, UTF-8


mail headers are:

Subject: [#FTO-456496]: =?Windows-1251?Q?=CF=F0=EE=E2=E5=F0=EA=E0?=
X-Mailer: Kayako SupportSuite v3.11.01
X-Priority: 3
MIME-Version: 1.0
Date: Tue, 26 Feb 2008 15:21:08 +0300

All interface works correctly, but mail looks strange. Look at the attach.
Really can't find right way to solve this...
