For the "automatic part" (big amount of whitepapers or manuals): The only way i see is to use an external ETL (Extract Transform & Load). make a rule like (idea only, not a valid ETL rule) : for each file in each subfolder of <folder> insert into my database a reccord with 'category'=<subfoldername> with 'content'=<file>[content]. But the get [content] method might be complex, depending on the file type (but many format are handled by ETL). Or as you're saying, insert a reccord in the download section, then create an article with a link automatically generated.
