| Custom field (groups) in staff ticket creation -

We're making multiple applications for multiple customers. There are two ways tickets can be produced, made by client or made by staff. (all custom fields groups are staff creation)
Made by client (working correctly)
1. When a client creates a ticket he can't choose his project.
2. This ticket comes in at the helpdesk where we add a custom field group with a custom field(customer with all applications)
Made by staff (working incorrectly
1. When we (as staff) create a ticket, we get all customers (custom field groups) with their applications (custom fields) at the bottom of the page. All those groups and fields will be added to the ticket.
2. We can delete them after the ticket has been made, however, our customers are growing, more applications are being build.. So when we have 10 customers all with their applications we would have to delete 9 custom field groups from the tickets..
Does someone know a way to solve this
