Direct Link to Specific Department (for new ticket)

Is there a URL I can publish that takes a user to a Submit Ticket page with a specific department (not the default) selected?

In this case, I would like to link to a submit ticket page for department=7.

I tried the following, but it does not work
mysite.com/index.php?_m=tickets&_a=submit&department=7
