Dividing departments

Can someone please help me until the manual complete.
I have several departments now. About 15 i think.
Now, they are all in one row under each other and I need help to get them side by side in 2 rows.

The other thing I wonder if anyone knows is if there is any possibility to redirect user to some kind of subdepartment based on the first department they choose. Not getting to the ticket creationpage right away.
Hope you understand what I am trying to do here. It is so that I can have 4 departments to choose from first and then 2 or 3 subdepartments. We are going to use supportsuite with alot of different departments with 1 or 2 people responsible for each.

Please answer because we plan to go live soon. within 2 months and I need a good backend. Any suggestions are more than welcome.
