Downloads Item Limit under Sub Categories

Hello -
I have the hosted V3. In the downloads section, I have a category called Network, and currently have 6 items. With the default Item "Limit under Sub Categories" setting (2), it shows the first two downloadable items under that subheading. So it looks something like this when I click Downloads:

Network (6)
Item a
Item b

When you click the Network (6) folder, all six items (a-f) appear. Unfortunately, my users are not that technology savvy, and I have a concern that the way this displays (Category with 2 of the six items beneath it) might confuse them (as clear as it may seem) in any number of ways. So, I set the number in

In Admin CP->Settings-> Downloads-> Item Limit under Sub Categories

From the default 2 to 0. As the comment on this section states it applies to the index page and not a limit of the amount of items in the download catagory itself.

When I click Downloads I now see:
Network (6)

Which is what I wanted to see.

When I click on that folder, nothing appears. The six items do not show up. Changing the Item Limit under Sub Categories to 1 shows only "item a" and when I click the Network (6) folder, all items appear again. So it seems setting this property to 0 is the only way to generate this behavior. Anyone else seen this? Didn't see it in the Bug list or in a search of the forum. So before I entered it, I wanted to see if I was missing something. Obviously not a big deal, but I thought it should be noted.

Separate question (can I have 2?). In the Downloads section, there is a comment button. Is this functional yet? If so, what comment is it tied to? There doesn't seem to be a way to write a comment for a download.

I agree I am finding this are well. Has anyone found a way to fix this? Its annoying because the only option is to show them all which looks ugly.
