I do not think this is possible at the moment. You can file in a feature request for the same. As of now clients will have to login to view their ticket status. Allowing clients to view tickets just by TicketID can prove to be a security issue. I am not sure if Kayako will consider this request. It is not that difficult to create a LoginShare plugin provided you are comfortable working around with PHP + MySQL. Create a ticket with Kayako support requesting the unencoded files for LoginShare. They will provide it to you.
