Email Attachments

Just have discovered that there is a size limit on attachments. Where is this configured and is is editable?

Admin Control Panel > Tickets > Manage Attachments

and

Admin Control Panel > Settings > Tickets > Attachment Settings

i thought there was a 3rd place too...
cant remember
