is there a way to set up kayako so that the emails that get sent to users when tickets are created have a link to the ticket that doesn't require a username/password?

maybe embed the username/pw in the URL so users can just click the links and view their tickets.

There was a mod posted by SoftAir - autologin mod which you might want to look into. It should be in the Modifications section of the forums.
