Is the admin able to view and edit user alerts?

I'm most interested in the PRIVATE email alert.

Users in our setup see the tickets tabs and one of them is the Alerts tab. Specifically, the email type of alert. We can set PUBLIC (all users) or PRIVATE (the user himself). Is there a way for me, as admin, to view and edit the PRIVATE user's email alerts?
