| phone ticket creates users -

Help, I have added custom fields to user registration, made them required, and I manually validate each user to verify they are a client. However I just discovered that if one of my staff creates a phone ticket and puts in an email address it automatically sets them up as a validated/registered user. By passing the manual validation and filling in the required fields.
How do I disable this feature? I cant seem to find any reference to it.
