Pick address for alerts based on priority -

I want to create an alert rule that will send an email to a staff members text message email address for their mobile device. However, I only want to send the high priority alerts to this address, all other priorities will still need to go to their regular email address. I can not find a way to use two different address for a staff member. Has anybody done this or is there a better way?
It wouldn't work for me. For my customers EVERYTHING is an emergency, including things already covered in the FAQ section of the helpdesk. I'm almost tempted to even remove the priority selection from the form.
