While in a ticket view, GENERAL tab, click on the Department. The Department immediately changes and the staff goes to unassigned.

I cannot duplicate this here.

Open a ticket.
Click on the Department.
Department stays to what it is currently set to (and so does the staff assignment).

Please note that if a ticket is assigned to StaffA, and you select a department to which StaffA is not assigned then the ticket assignment menu will jump to --Unassigned--.
