Setting to restrict ticket move and assignment

Is in 3.00.28 a setting, that staff can move tickets only to assigned departments and set only groupmembers as ticket owners ?
In my current setup, each staff can see all departmens, even those he has no access.

Yes, it works, but a bit buggy. Staff can't see tickets of other departments if it doesn't have permission to, however, they can still see a list of them in Reports (I found a way to solve it, but it requires tweaking the source code), and also even if the staff has permission to view only assigned tickets, it will see all tickets within a department. However, a separation between departments works well.
