Staff news insert/view

Hi,

I have 2 staff groups. One is "Administrator" and the second one is "Group1".
Group1 may only see the Home button and the Ticket button.
When you login as Group1 you'll see a news tab by the dashboard.
However they can not insert news because I have the Can View News Tab of Group1 set on false.
When the want to view (only view) the news that has the type "Private" they do not have access to view it.

Is there a possiblity to restrict staff groups to insert news but enable the option to view news?
Only staff groups who are Administrator should be able to insert news.

Nope, I've submitted a ticket on this issue before. This is the response I have received
