You can disable this by changing Guest permissions under: Staff CP > Users > Manage Groups > Guest > Click to set permissions Disable submit ticket option for this group. Although this option disables guest users to submit ticket, they can yet submit tickets if they send an email directly to the piped email queue. You can disable that by setting it in your email queue.
