Make sure /includes/functions_xml.php file is ok and not corrupt.

You may like to verify your complete code.

If you are using PHP caching system like APC then you may try to reset it.

The windows applications have a range of server versions they work with ("from x version to x version"). You either need to upgrade the PHP Core software or use an older version of the windows application which can be found at Index of /winapp
