I have a half way solution that may be of interest to people that I will soon be releasing. It is an OpenFire plugin that notifies people connected to it when a new ticket or new ticket reply is applicable to them just like InstAlert. It connects to the same place as InstAlert so no need to modify the source code, either. Yea, OpenFire is very cool. At some point I plan to pull it away from using the API InstAlert connects to and create our own so that we can do full alerts just like the email alerts (ie on ticket assignments and also create rules for doing it).

Porting InstaAlert to Linux would be quite the task, and to be honest, isn't really worthwhile. We've opened the InstaAlert API, so it's easy enough to make clients for other platforms. You could build your own, or hire a 3rd party contractor to do it for you. InstaAlert is quite simple in functionality. Here's the API documentation.
