You need to edit the "email_noregistration" template found under:
Admin CP > Templates > Manage Templates > Mail Parser

Make sure you rebuild the software cache by deleteing all files in the cache directory except the index.htm file or by running the cache rebuilding URL in the browser after you have edited the template.

Cache rebuilding URL
Code:
http://www.yourdomain.com/path_to_support/staff/index.php?_ca=rebuildcache

thank you,

another question, the template uses some variables for example:
$language[regemailrejectfooter]
what is the file name that has these variables ( so that I can edit and translate the text).?

It is in the database. Go Admin CP -> Languages -> Manage Languages and search for the bit inside the brackets.
