By Users do you mean Staff Users or Client Users?

You can enter them in manually via the staff cp-->manage users-->instert user

Or you can have users register themselves via the support centre interface.

But, Would have to create user one by one. I need to create a lot users.

By default this is not possible. Probably you can create a PHP script which would allow you to add/dump your existing client database into the software.
