1. Where does a user subscribe to news?
2. Is there a way to make all users subscribe to news? Maybe a default?

1. index.php?_m=news&_a=view on the left is where they subscribe.
2. Currently not possible. You could suggest it in the feature requests board (http://forums.kayako.com/forumdisplay.php?f=63).
