Can't install on win2003

Okay, so I got the install for support suite working on win2k with php5.14, Zend2.6.2 and the latest mysql so I thought I would try on our production server which is 2003. No luck.

After setting everything up like win2k except adding the php as an allowed isapi extension in IIS, I was able to load a php test page, mysql and create a kayako database. When I try to run the supportsuite setup I get a blank screen.

I have tried changing the php.ini entries that worked for someone else. I downloaded the install direct from Kayako to avoid the binary/ascii issue. No luck. Is php 5 still not a workable option?
