upgrading 3.20.02, news rss encoding

I just upgrade 3.11.01 to 3.20.02.
Old version rss encoding was iso-8859-1, but after upgrade change to utf-8.

My locales/en-us/en-us.php:
'charset' => 'ISO-8859-1',
'html_encoding' => '8bit',
'text_encoding' => '8bit',
'html_charset' => 'ISO-8859-1',
'text_charset' => 'ISO-8859-1',

How i can change news rss encoding back to iso-8859-1?

nve, search your active language pack for the same entries as above (search for "charset") and ensure that those are also set to ISO-8859-1 (particularly charset; I don't think the others will have any effect)

I already done that and still encoding is utf-8. Weird problem, because all other site in kayako helpdesk is correctly ISO-8859-1 encoded. Only news rss feed is UTF-8 encoded.

If you want I will take a look at your configuration. E-mail me admin cp and FTP access to the desk and I'll look around. Make sure to change the access credentials for my temporary access so that you can switch it back afterwards.

I'm guessing there is a stale setting somewhere.
