| Email Piping doesn't seem to work for Version 3.20.02 -

I have submitted a ticket to the help desk, and I have not had an acceptable response. They would like to remote into our server, which would be ok, except we that server is not used for Support Suite alone. We sent the screen shots of what they needed to look at and offered any other info they might need. But they still insisted to remote in.
Here is my issue.
We attempted to upgrade to 3.20.02 stable and the email parser did not work. The user can create a ticket and we get a notification that the ticket was created. When the staff replies, the user gets an email as well. However, when the user would reply to a ticket, they would get a return email with an undeliverable message.
We are using:
SendMail 8.12.11
PHP 4.3.10
SQL 3.23.58
We then created a test installation on the same server, and the same issue occurred. We checked the logs of the mail server and there were no error messages. The parser log in support suite is empty.
We checked the permissions of cli/index.php file and it is set to 755.
We have entered the correct absolute path to /cli/index.php.
The pipe command did not work with the quotation marks.
We tried adding php q to the pipe command and that didn't work either.
We can not upgrade our other services (i.e. PHP, Sendmail, SQL) at this time do to other restrictions, but we would like to upgrade to 3.20.02 stable until then.
Any suggestions? Anyone?
